Medicina Aeroespaciai BOLET N Yolumen 11 No 2 22 Diciembre 2010 Mensaj e del Presidente Estimados colegas y amigos de AIMA Tradicionalmente en nuestra cultura occidental la temporada de fin de a o es una epoca muy especial en la cual adem s de disfrutar de la compa a de familiares y amigos tratamos de tomarnos un tiempo para reflexionar acerca de las metas alcanzadas durante el a o que culmina igualmente trazarnos los logros que queremos alcanzar en el a o venidero Es tambi n un buen momento para agradecer a aquellas personas que han tenido un impacto positivo en nuestras vidas tanto a nivel personal como profesional Adem s de lo anterior esta temporada tiene el significado especial de ser la culminaci n de una d cada y por lo tanto nuestro balance puede extenderse mucho m s atr s de 2010 Hemos sido testigos del profundo impacto global y las dificultades que ha sufrido la industria de la aviaci n como consecuencia de los ataques terroristas del 11 de Septiembre del 2001 Desde entonces un sector a reo din mico en creciente expansi n a pesar de las enormes dificultades financieras ha sido el reto que ha sido enfrentado con mente abierta y creativa El futuro de la aviaci n en Latinoam rica es muy prometedor y hoy es la nica region que obtuvo una ganancia en el 2009 de 500 millones de d lares USD y en el 2010 de 1 billon USD http www iata org pressroom pr Pages 2010 11 18 01 aspx Desde el punto

Russia Brazil and Singapore have also become members and we continue to define a working relationship with EASA Dozens of research projects have been conducted by and on contract to individual CSRTG members and cost sharing among core members has extended our reach and effectiveness Many of the projects have been vetted through application of the benefits risk analysis designed by CSRTG using the accident database it has developed and continues to expand as an ongoing concern Benefits risk analyses have been conducted on research projects for 16g seats hidden fire and burn through protection fuel tank and cargo hold fire suppression systems and a recently renewed evaluation of cabin water spray systems The ever expanding accident database now contains individual searchable records of varying detail on almost 4 000 transport airplane accidents that have occurred worldwide It is currently being hosted in operational form on the RGW Cherry amp Associates website however plans are in motion to make it available as a stand alone tool downloadable from the website with links being established to make it an extended resource of the FAA database of Lessons Learned from the most disastrously instructive accidents in transport aviation history Cabin Safety Research projects falling within CSRTG purview have been published as Authority technical reports and in the open literature but as we can see by our attendance here today the most pub

They have painted with broad strokes accomplishments and successes that suggest an even brighter transport aviation future Their words ring with the reality of experience the successfully met challenges of continuously evolving technologies and operations and especially the understanding that people are the payload They have recalled important events from our time in aviation history reaffirming the worldwide reach of modern aviation and the international collaboration necessary for successful global air travel Perhaps most importantly they have reinforced the unswerving dedication we must demonstrate in our quest for perpetually improving aviation safety We have been reminded for example that the transport airplane accident rate had begun to flatten out around 1980 as new generations of technologies were increasing aircraft performance and reliability Airplanes were flying faster higher farther and carrying greater payloads than ever bringing the promise of much improved air travel and enhanced safety At that time we were encouraged and confident in the success of a burgeoning new aviation reality and yet in the proverbial blink of an eye our community was faced in June 1983 with a fiery Air Canada DC 9 in Cincinatti soon followed by the flaming British Airtours B 737 at Manchester in 1985 Glowing promise had become trepidation As result of those tragedies occupant safety and accident survivability soon received unpreced

9. and guidance relevant to occupant protection Many of you served on those groups as all quarters of transport aviation were invited to participate No voice was left unheard The regulatory framework in which we worked and the relatively circumscribed nature of the Cabin Safety technical community meant that many of us participated on multiple technical and regulatory working groups which facilitated the coordination necessary to provide integrated solutions to our common problems However the breadth of activities the quantity of scientific and technological information to be applied and the number of potential administrative avenues to be satisfied demanded an organizing principle Harmonization soon became the word of the day Within that context the idea of a collaborating Cabin Safety Research coordinating group was being discussed in the early 1990 s by research and regulatory associates from the FAA TCCA UKCAA and JAA including its Cabin Safety Study Group The vision was to form an international research mechanism dedicated specifically to solving the most pressing Cabin Safety problems of the day Approval to move ahead with such a formulation was granted by the cooperating Authorities management in 1994 The initial approach was developed and published jointly by those Authorities under the title Proposed Cabin Safety Research Program Transport Category Airplanes in October 1995 The plan was scoped to address in flight

So what is the major cause of Class A mishaps over the last decade Spatial Disorientation SD was responsible for 11 of all aviation Class A mishaps over the last 11 fiscal years see figure 1 however of the fatal mishaps 42 were attributed to SD Even more striking is the fact that 65 of the fatal SD mishaps occurred in fighter aircraft see figure 3 Spatial Disorientation is an incorrect perception of one s linear and angular position and motion relative to the plane of the earth s surface Specifically in the flight environment SD is an erroneous perception of any of the parameters displayed by aircraft control and performance flight instruments AFMAN 11 217 Vol 1 Ch 17 The erroneous perception is due to a mismatch between the visual and vestibular systems The visual system is dominated by conscious thought while the vestibular system is controlled subconsciously Pilots become disoriented when their vestibular system becomes the dominant means for orientation When your attention is focused on something other than maintaining attitude and altitude or channelized on a specific task this is the time when the vestibular system takes over often giving unreliable and incorrect inputs putting aviators at risk for unrecognized Spatial Disorientation or Type SD So which flying communities does this apply to and what portions of the mission leaves a pilot more susceptible to SD It is important to note that pilots of multi place aircraft
12. combined with multidisciplinary teaching at both undergraduate and graduate level 24 She studied medicine at the Federal University of Pelotas Brazil followed by 2 years in the USA at Wright State University Ohio where she completed a Masters Degree in Aerospace Medicine in 1991 before moving on to the UK to complete her PhD in Space Physiology at King s in 1998 She is a Founder Director and Associate Professor of the Microgravity Centre at the Pontifical Catholic University of Rio Grande do Sul PUCRS Porto Alegre Brazil The Microgravity Centre www pucrs br feng microg is a unique and internationally recognised reference centre of Latin America in the study of Human Space Physiology and Space Biomedical Engineering Professor Russomano is also a guest scientist at the German Aerospace Centre and winner of numerous national international awards in the area of Space Life Science Research She is currently a Senior Lecturer at Kings College Department of Physiology School of Biomedical Sciences contributing to Aviation and Space related Courses such as the MSc in Space Physiology and Health in which she is co ordinator of the space library project space respiratory and telemedicine modules and also a project supervisor Dr Russomano is also co author of the text A Gravidade Esta Grande Escultora highlighted in this bulletin Vol 11 No 1 Conselho Federal de Medicina Brasil recomenda medidas A C mara T cn

14. en Colombia dirigida al Dr Antu ano de quien amablemente se recibi autorizaci n para la difusi n en las Fuerzas Militares de los videos y folletos de fisiolog a de aviaci n Como estrategia de difusi n se opt por focalizar en las Escuelas de Formaci n de tripulantes de las 3 Fuerzas Militares y la Polic a Nacional de Colombia especificamente en el personal de instructores de materia de vuelo y tierra civiles y militares El Dr Godoy a la derecha en la foto extiende su agradecimiento a los Dres Antu ano Ricaurte Salazar y Forster pues se culminaron las visitas de difusion de los folletos y videos en entrenamiento fisiologico y medicina de aviaci n dirigido a todas las escuelas de formaci n de personal tripulante de las Fuerzas Militares visitando 7 centros de instrucci n a lo largo de su pa s con seguridad logrando un gran aporte positivo en el entrenamiento y complentando el esfuerzo iniciado en el 2009 desde CAMI Felicidades al Dr Godoy por su esfuerzo y dedicaci n 23 III Congreso de Medicina Aeron utica en Per El Dr Guillermo Salazar particip en el lll Congreso Internacional de Medicina Aeronautica en Lima Per 3 4 de Diciembre 2010 La conferencia fue auspiciada por la Asociacion Peruana de Medicina de Aviacion y la Fuerza Aerea Peruana FAP Asistieron expositores de Peru Brazil EUA FAA y USAF Se discutieron temas cl nicos y operacionales Hubo unos 250 asistentes al auditor
15. influencias provenientes de las mayas espa olas y afrocaribe as Las influencias de los ind genas y de los colonos espa oles a n pueden ser vistas por toda Guatemala Los tejidos t picos y algunas vestimentas tradicionales se elaboran de forma tradicional maya sin embargo la transculturizaci n ha tenido su influencia en las prendas de vestir principalmente en la poblaci n ind gena joven Tambi n pueden encontrarse importantes sitios arqueol gicos con ruinas mayas y algunos otros a n sin descubrir Santiago de los Caballeros de Guatemala hoy Antigua Guatemala m ximo exponente de la cultura espa ola en el pa s En su momento se la consider la ciudad m s bella del Nuevo Mundo y fue la capital de la Capitan a General de Guatemala ver foto Entre los inventores de Guatemala sobresale el Dr Federico Lehnhoff 1871 1932 quien a partir de 1909 desarroll el caf soluble Patentado a nivel internacional el invento tuvo mucho xito ganando su primera medalla de oro en la Exposici n Universal de Gante Bruselas en 1913 La Primera Guerra Mundial puso fin a la fabricaci n del producto impulsada por la empresa Societ du Caf Soluble Belna en Par s Posteriormente el Dr Federico Lehnhoff desarroll la sulfa Sulfarsenol que sirvi de base para numerosos antibi ticos Juli n Paniagua Mart nez y Sebasti n Hurtado inventaron y desarrollaron la marimba crom tica en Quetzaltenango en 1894 Otro inventor ha sido el
16. se iniciaron los vuelos regulares autorizando a la Compa a Pickwick Airways Inc para realizar estas operaciones entre Guatemala M xico y Estados Unidos Siempre en 1929 la Compa a Pan American que operaba en Guatemala como Compa a Mexicana de Aviaci n inici sus vuelos con rutas entre Guatemala y Veracruz y entre Guatemala y Brownsville Texas Las necesidades aeroportuarias de la ciudad de Guatemala motivaron la construcci n del Aeropuerto La Aurora cuyas primeras actividades datan del a o 1923 desplazando as al Campo de Marte donde hasta esa fecha se hab an llevado a cabo los primeros experimentos aeron uticos con los que se inici el pa s y que tanto lustre le dieron siendo protagonistas muchos esforzados guatemaltecos quienes se convirtieron en pioneros de la Aviaci n en Guatemala Entonces el Aeropuerto La Aurora estaba constru do con una pista de grama que si bien era suficiente para satisfacer las necesidades de la d cada de los a os 30 s las necesidades de la Segunda Guerra Mundial ayudaron al asentamiento de una base a rea en La Aurora y con ello la necesidad de construir una pista pavimentada para permitir la operaci n de las naves a reas basadas en el pa s habi ndose construido en 1942 la primera pista pavimentada con una longitud de 2 000 metros En 1959 se extendi la pista 500 metros en cada extremo El primer avi n Jet Comercial que aterriz en La Aurora fue un DC 8 de Panavias en 195

39. ented mobilization of resources by the impacted Authorities namely FAA Transport Canada and UK CAA In what now may be seen as precursors to the CSRTG joint Authorities technical working groups were formed to refocus on development of protective breathing equipment and cabin water spray systems for protection from fire and parallel research programs were established to find ways to accelerate emergency aircraft evacuations especially with regard to 20 egress through the Type lll exit The B 737 crash at Kegworth in January 1989 highlighted the additional need for expanded research efforts in crashworthiness Such research had enjoyed long historical precedent but in those three brief conceptually connected moments of aviation safety history all aspects of occupant protection had been challenged anew with the effect being a robust re energizing of R amp D on fire resistant materials and protection systems passenger smoke hoods crashworthiness of airplanes and cabin interior furnishings brace for impact positions and procedures for emergency escape Sister regulatory committees were established in parallel to accept and administratively incorporate potential new developments in technology and technique Most notable was the Aviation Rulemaking Advisory Committee i e ARAC which was formed in 1990 and which chartered a number of working groups devoted to evaluating and proposing formal changes to regulations standards policies
