FEEDBAC APRIL 2004 VOLUME 49 APRIL MEETING The meeting for the month of April will be held at theMassillon Senior Center on April 2nd 2004 at 8 00 PM SPRING HAS SPRUNG As sit here writing this I m looking out the window at 3 inches of snow on the ground Maybe Mother Nature has played a cruel joke on us Accord ing to the calendar March 20 just 3 days from now is sup posed to be the first day of spring Oh well maybe it will warm up next month Anyway did all of you attend the Skywarn meeting at the Stark State College Campus on March 24th did and was glad did With the comming of spring many changes in the weather are expected and we as amateures must be prepared in case of extreamly inclement weather We now have a new Director at the helm of the Stark County EOC He is Rick Alatorre and the training session was a really good way to meet him We look forward to working with him both professionally and socially RESTRUCTURING PETITION At last month s meeting we proposed sending a letter to the ARRL concerning our displeasure with the proposed new License Restructuring Well I m afraid that is no longer possible The proposal has gone to the FCC and they have issued a number to the issue It s RM 10867 Actually there have been 4 proposals sent to the FCC and all four are up for comment To learn more about each proposal go to http gullfoss2 fcc gov prod ecfs retrieve cgi native_or_pdf pdf

First they want to make an entry level Class license for now called Novice with a mer 25 question exam and of course no code requirement This is fine except leave the exam at it s current 35 questions all from the current Tech Class Question pool and of course no code requirement Then they want to give the new class CW Phone and Data image privileges on the 80 40 15 and 10 meter bands Plus certain VHF and UHF privileges This is totally UNACCEPTABLE In today s Hi Tech world it is a good idea to create an entry level class with some phone etc privi leges do not object to this idea however the idea of open ing up the 40 and 80 meter bands which are already extremely crowed a very bad idea and it s an open invitation to disaster If they wish to have phone privileges how about giving them the 10 and 15 meter formerly Novice CW band for phone This will include the 28 3 MHz through 28 5 MHZ band A HUGE band on 10 meters 28 100 MHZ through 28 500 MHZ It will include the prestigious DX window on 28 400 28 500 MHZ On 15 meters they will have 100 MHZ from 21 100 MHZ through 21 200 MHZ a very nice entry band Since there is no longer a code requirement then why not get some use out of these portions of the bands The current General and Extra CW bands will be UNAFFECTED Next they want to consolidate the Technician Tech Plus and General Class licensees into a new General Class license that would require NO

MORSE CODE Also they want to grandfather current Advanced Classes into Amateur Ex tra class with NO additional testing just Give it to them This is TOTALLY UNACCEPTABLE Currently there is too much confusion on the distinction of Tech and Tech Plus class totally understand the theory behind this proposal Remember when you were young and someone gave you say anew bike You didn t take very good care of it because you didn t earn it It s just human nature to do that Same thing with just giving licenses away you don t RESPECT the new license If you had to earn the new license you d respect it Yes it s a great idea to have just three distinct license classes But consider this All of the current Tech and Tech Plus licensees must take a special 25 question exam from the current General Class license pool to obtain their new General Class License No Code Tech Class will still have to pass the 5 WPM Morse Code requirement The same with Advanced Class Licensees A special 25 question exam taken from the current Extra Class License question pool to EARN their new license This way they will RESPECT their new license This must be done within say a 3 year period or their license will revert back to either Novice or General re spectively This way within a 3 year period there would be a three class system Novice General and Extra A simple but effective system What do you thi

13. ea since he was about 3 years old He has lived in his present location picturesque Wayne County in the heart of Amish Country since 1997 He is a retired postal employee working in the maintence department at the main post office in Akron Oh Bob has been married to Gladys N8ZQF for the past 44 years Bob has been a ham since 1964 with a Novice call WN8MMI which at the time was only good for 1 year He let the Novice call lasp but took the General Class license about a year later He was a General Class for about 2 years with the call sign of N8LFN then moved up to Advanced class and then in 1997 he became an Extra Class Ham He applied for and got the Vanity call sign K8KIP soon after Bob first joined the Massillon Amateur Radio Club in 1962 but let his membership lasp for a while but rejoined and has been a loyal member ever since He has held the office of Club Secretary and Trustee His equipment consists of a Yaesu FT 1000 MP a Kenwood TS 130 a Yaesu FT 100D 2 meter amp etc equip mentis a Kenwood TM 742 tri band 2 440 amp 6 meters vari ous power supplies amp antenna tuners The antennas are a very impressive array of a Tennadyne T12 log periodic a di pole for 160 10 meters a vertical on a side arm for 10 meters AM and a vertical for 2 amp 440 on top of a 75 foot free standing tower He also has a6 meter antenna above a TV antenna next to the house on a small tower Bob s main interest is in rag chewing Al

15. ng and ham radio Teams made up of the world s very best operators faced off in simulated pile ups and collected contacts in the IARU HF World Championship contest MARC MINUTES March 5 2004 The Massillon Amateur Radio Club meeting was held at the Massilon Senior Center with 41 members and guests present MARC President Jim WA8GXM opened the meeting at 8 00 P M The Pledge of Allegiance was given and a round of introductions was made Jim WA8GXM them made a correction on the February minutes about the correct starting time A motion was then made by Don W8DEF and second by Byron KF8UN to accept the rest of the minutes as stated in the FEEDBACK MARC Treasurer Anne N8GAF gave the January and February financial reports A motion was made for an approval by Saundra N8TZB and second by Rich KA8ZQH MARC Vice President Joe WD8BGW gave the correspondence report MARC received a thank you letter from the Massillon Baptist Temple for the donation made in remembering Bruce Cummons W8ZNV Joe also had newsletters from other Amateur Radio Clubs and a list of upcoming Hamfests He talked about Florida having hams involved with the Amber alert He also gave warning about E Bay scams with amateur equipment Ask the seller if they are licensed You can check this out further on the ARRL web site OLD BUSINESS There was no old business to report this month NEW BUSINESS Gary WC8W discussed broad band over power lines He then asked if MARC would take a
16. nk While were at it lets go for the whole enchilada Let s propose a NEW BAND PLAN For years decades ac tually the General Class has had to put up with Extreme crowding on the 40 and 80 meter bands Since the elimina tion of the Novice CW requirement the 40 amp 80 meter Novice CW bands have almost gone unnoticed not too much activity on them How about this move the General Class phone band down to 7 150 MHZ with an upper end at 7 300 MHZ Use the 7 100 7 150 MHZ for and exclusive Amateur EXTRA Class phone band Do the same for the 80 meter band move the General Class phone down to 3 750 MHZ with an upper band limit at 4000 MHZ Use the former Novice band for Extra Class phone starting at 3 675 to 3750 MHz as an Exclusive Extra Class Wow This would help alleviate the crowding on those bands and give AN INCENTIVE to upgrade This idea would give the General Class the most popular license class an extra 75 MHz on 40 meters and 100 MHz on 80 Of course Amateur Extra Class can operate within established limits on ALL bands Best part about this the present CW BANDS WILL BE UNAFFECTED Don t forget the CW boys have an ex clusive DX infested rag chewing band all to themselves 30 meters This idea gives something for everyone it does not give the new entry level class everything and nothing to General or Extra don t know why the 14 Directors at the League did not think of this Yes something mus

18. rection Finder Update The Direction Finding Kit is almost finished A few wiring er rors were discovered and thanks to some help from Ramsey Electronics think we re close to a finished DF unit I ll soon post the final installment of my experiences building and de bugging this kit including setup and road tests Look for it ina week or two 2004 Club Roster The 2004 Club Roster should be finished by the time you read this and hope to have it posted on the website by then The membership grace period expires at the end of March so if you haven t renewed your membership by then you will see your name dropped from the list I m sure you didn t mean for this to happen take a few minutes and send in your dues to help support our great organization If you did renew and don t see your name on the web roster make sure you let us know about it That s it for this month see you at the April Club Meeting Terry N8ATZ EASTER SUNDAY APRIL 11 2004 Rabbit2 MARC April 2004 Page 4 Proposed RM 10867 an Editorial The FCC has issued a Rule Making number to the ARRL Proposed Licencing Restructuring and has opened it to comments The comment period is for 30 days beginning 03 24 2004 The ARRL proposal in my opinion has some merits The idea of making just 3 Amateur Radio License Classes a sound idea with clarity and distinction for each class How ever they are going about it all wrong
19. rs and adding some additional material As we enter the public service season watch for announcements of upcoming events that the club helps with We can always use new volunteers to help with these events Our next event is the Annual MS Walk which is on Sunday April 18th This is a nice low stress event and a great way to gain some public service experience while helping out a great organization The bad part this year is that the walk is the same day as the Cuyahoga Falls Hamfest which many of our members attend We need enough volunteers to cover both Canal Fulton Community Park and Quail Hollow State Park about 12 14 volunteers in all This spring event is usually a bit muddy at both events so wear your old walking boots If you are not going to the hamfest this year consider helping out with this public service event We can really use your help Maxim Memorial Station W1AW Have any of you ever worked the Maxim Memorial Station W1AW Recently the ARRL ran a story that covered some new equipment that was being installed that operates on some of the newest digital modes being used today They also in cluded a link that details the history of the station and includes some great pictures from W1AW I had the opportunity to visit ARRL Headquarters back in 1985 in my famous Gold Cou gar Check out the website story that includes some pictures from my trip and the full story on this most famous of ham stations Di
