Trust whilst serving the family may be eligible for an allowance or grant An Application Form will need to be submitted showing details of all children and household income If the children are under statutory school leaving age or if over that age and undertaking higher education a weekly maintenance allowance may be made For any children over 19 years of age a Further Education Grant may be payable if they are continuing their studies in further education Weekly maintenance allowances and grants approved by the Trustees will be back dated to the date of the event giving rise to the application or where the date of the event giving rise to the application is more than twelve months previously to a maximum of twelve months preceding the date of the application Change in personal circumstances e g marriage new job loss of job etc If a family s circumstances change it may affect the income of the household A new Financial Circumstances Form should be completed and returned to the Trust without undue delay The weekly maintenance allowance will be reassessed and adjusted accordingly with effect from the next quarter Are grants only available to the children of officers who have died or been incapacitated whilst on duty No allowances and grants are available to the dependent children of police officers and retired police officers who lose their lives or suffer significant incapacity whilst on or off duty The officer
5. and Kinship care Scotland only People such as grandparents aunts uncles and family friends care for children because their natural parents are unable to do so These arrangements may be entirely voluntary however often looking after children in this way is no longer seen as a voluntary service In Scotland if they are looking after a child like this full time or most of the time then they are a kinship carer Local authorities and Independent Fostering Agencies provide fees and allowances to enable foster carers to care for children and young people on a full time basis Different financial support arrangements apply depending upon whether the child is looked after or not looked after by the local authority Local authorities are allowed to operate different rules and set different payment amounts This means that sometimes payments for different children in the same household may be different and payments to kinship carers in the same street may also be different Foster Care England amp Wales If in doubt about a foster care matter where the child s parent is or was a police officer you should contact us so that we can be aware of the matter and more importantly offer advice about whether the Trust can help or alternatively provide direction to another appropriate advice source Kinship Scotland only If in doubt about a kinship matter where the child s parent is or was a police off
6. doesn t or didn t donate to the Trust but their dependent children now need support Can the Trust help The Trust s benefits are normally only provided to those officers who donated to the Trust or if now deceased did donate to the Trust whilst serving In exceptional cases e g the homicide of an officer on duty the Trustees may exercise discretion in applying benefits if the deceased officer did not donate to the Trust Please do not hesitate to contact us if you are in doubt about eligibility matters 12 6 10 What value of allowance or grant can beneficiaries expect to receive The value of an allowance or grant is dependent on the family household income If eligible a Registration Grant will initially be paid to each child and once the Application Form has been completed and returned to us the value of grant will be determined and payment arrangements made Are there circumstances under which families can seek extra support in the form of a one off grant There have been circumstances in which the Board of Trustees has agreed to make such an ex gratia payment e g purchase of trade tools or occupational clothing when leaving school and starting work purchase of a musical instrument to facilitate a musical activity course necessary text books Each application for an ex gratia grant will be assessed on its own merits and applications should be made in writing to the Trust s Secretary Does the Trust support chi

9. to assess the continuation and level of benefit The Financial Circumstances Form should be completed in_full by a responsible adult If a change in the benefit paid results then this will be notified in writing and take effect from the payment made at the next quarter Failure to a complete and provide a Financial Circumstances Form is likely to lead to the suspension of benefit until this completed form is received Appeal process A beneficiary or prospective beneficiary or their representative who believes that they have been unfairly treated under this policy should in the first instance raise the matter with the Secretary normally in writing including email stating the reasons for their belief The Secretary will then give further consideration to the matters raised Should the matter not be resolved by the Secretary the applicant or their representative should without undue delay bring the matter to the attention normally in writing including email of the Board of Trustees who will undertake further consideration of the matters raised 11 Frequently Asked Questions When should an Application Form be submitted Applications should be submitted at the first opportunity and a Registration Grant will then be awarded for each eligible child The family did not submit an application to the Trust at the time of death incapacity of the officer but need help now Are they eligible If the officer contributed to the

21. icer you should contact us so that we can be aware of the matter and more importantly offer advice about whether the Trust can help or alternatively provide direction to another appropriate advice source Allowance and Grant Framework 1 Registration Grant 1 1 Once an applicant s eligibility has been established a Registration Grant will be authorised by the Trust s Secretary and reported to the next Board of Trustees Meeting 1 2 Thereafter the following criterion and processes will apply in regard to payment of weekly maintenance allowances and grants to beneficiaries provided eligibility continues 1 3 The framework criteria and value of the weekly maintenance allowance and grants will be reviewed normally at the end of the school academic year every three years 2 1 2 2 3 2 Weekly Maintenance Allowance A weekly maintenance allowance banding framework has been implemented which allows for the consideration of proportionate annual indexation without the need to review the process banding or values each year gt The value of allowances and benefits disbursed by the Trust and annual indexation will be reliant upon the income from officer voluntary payroll giving donations the income from the Trust s investments and also other sources The value of allowances and benefits may increase or decrease depending upon the financial position of the Trust at the time of any review of allowances and benefits gt A w
22. ing those from school leavers will receive consideration gt The ex gratia grants application process and criteria includes consideration of applications in respect of trade tools when leaving school to start work musical instruments necessary text books etc gt Applications will be considered on the merits of each application on a case by case basis gt Any decision regarding an ex gratia grant will be based on the individual merits of each case and will not form a precedent for that or any other beneficiary Further Education Grant The Further Education Grant will be available from the age of 18 to help support a course of study in further education Beneficiaries will be eligible for a course of up to a maximum of four years or to the age of 25 whichever is the lesser The Trust s support is of a fixed sum not the whole of course costs payable in three equal instalments through the academic year Further Education Grant Eligibility The Further Education Grant is available to eligible beneficiaries for any form of further education such as a University degree HNC HND or NVQ level 4 gt The Further Education Grant may be available to eligible beneficiaries for any form of further or higher education this could now include vocational courses e g construction catering etc gt Trustees have discretion to extend the period of the Further Education Grant to eligible beneficiaries in the case of specialist degree
