Federal Communications Commission FCC All phones that are sold in the United States must comply with FCC safety guidelines that limit RF exposure The FCC relies on the FDA and other health agencies for safety questions about wireless phones The FCC also regulates the base stations that the wireless phone networks rely upon While these base stations operate at higher power than do the wireless phones themselves the RF exposures that people get from these base stations are typically thousands of times lower than those they can get from wireless phones Base stations are thus not the subject of the safety questions discussed in this document 3 What kinds of phones are the subject of this update The term wireless phone refers here to handheld wireless phones with built in antennas often called cell mobile or PCS phones These types of wireless phones can expose the user to measurable Radio Frequency RF energy because of the short distance between the phone and the user s head These RF exposures are limited by FCC safety guidelines that were developed with the advice of the FDA and other federal health and safety agencies When the phone is located at greater distances from the user the exposure to RF is drastically lower because a person s RF exposure decreases rapidly with increasing distance from the source The so called cordless phones which have a base unit connected

Ratings Phones rated T3 or T4 meet FCC requirements and are likely to generate less interference to hearing devices than phones that are not labeled T4 is the better higher of the two ratings Hearing devices may also be rated Your hearing device manufacturer or hearing health professional may help you find this rating Higher ratings mean that the hearing device is relatively immune to interference noise The hearing aid and wireless phone rating values are then added together A sum of 5 is considered acceptable for normal use A sum of 6 is considered for best use In the above example if a hearing aid meets the M2 level rating and the wireless phone meets the M3 level rating the sum of the two values equal M5 This is synonymous for T ratings This should provide the hearing aid user with normal usage while using their hearing aid with the particular wireless phone Normal usage in this context is defined as a signal quality that is acceptable for normal operation The M mark is intended to be synonymous with the U mark The T mark is intended to be synonymous with the UT mark For information about hearing aids and digital wireless phones The M and T marks are recommended by the Alliance for Telecommunications Industries Solutions ATIS The U and UT marks are referenced in Section 20 19 of the FCC Rules The HAC rating and measurement procedure are described in the American National Stand
